Sue Charteris profile picStrategic Adviser, Leadership and Public Policy

I set up Equalvalue Limited in 2011. The practice supports individual leaders and their organisations to implement change. I am an expert facilitator and accredited leadership coach.

My particular interests in local public services include helping councils to review and transform public library services. I am the author of the Charteris report (2009) on public libraries and have recently served on the Lambeth Libraries Commission.

I was co – founder, Director and Chair of the Shared Intelligence consultancy from 2000 to Spring 2011. During that time I worked with local authorities on service improvement including the MLA/Local Government Group’s Libraries Improvement Programme. I developed innovative approaches to peer – led learning and set up the National Association of Neighbourhood Management as not – for – profit enterprise. I led the practice’s work on race and health inequalities, primarily as leadership adviser to the Race for Health Programme sponsored by the Department of Health.

I have extensive experience in running local public services and supporting community – led regeneration. I was formerly Chief Executive of the London Borough of Merton and Executive Director (Corporate Resources) for Kirklees Metropolitan Council. I worked in central government as a founder member of the government’s Local Government Modernisation Team and was a Senior Associate Fellow at the Local Government Centre, Warwick University Business School. My earlier career was in community development and race equality.

I hold a First Class BA Honours (Open University), an M.Phil. in Critical Management (University of Lancaster) and the Certificate in Coaching for Leadership and Professional Development (Tavistock Institute).

I am Chair of Trustees for the Reader Organisation, a social enterprise dedicated to promoting social inclusion through shared reading. I am a Lay Member of the Cabinet Office’s Community and Voluntary and Local Services Honours Committee and an Independent member of the new Forces in Mind Trust. I was a member of the Big Lottery Fund’s England Committee for five years, where I helped to give birth to the Big Local Trust and was the lead non-executive on the Community Libraries Programme.

When not working I can be found walking by the sea, in the mountains, around art galleries and practising Tai Chi.
